Public Transport Subsidies and Vision Loss

People experiencing low vision or blindness may be eligible for reduced travel costs on public transport throughout Australia. Each state or territory has different criteria they apply, read more about your particular location below.

New South Wales

In NSW if you are experiencing low vision or blindness you may apply for a Vision Impaired Person’s (VIP) Travel Pass. The VIP Travel Pass entitles you to free or concession travel on public transport in NSW. If you have a support person travelling with you they may also travel with you if you are approved for this service. Your travel pass will indicated if your support person is eligible.

  • Eligibility

    To be eligible, you must be a permanent resident of NSW and been assessed by an ophthalmologist (or optometrist in rural and regional areas) as legally blind. The criteria requires one of the following:

    • Visual acuity on the Snellen Scale less than 6/60 in both eyes while wearing glasses or contact lenses
    • Field of vision is constricted to 10 degrees of arc in the better eye, irrespective of corrected visual acuity
    • The combination of visual defects resulting in the same visual impairment than in the above two conditions.
  • How to apply

    Download and complete the VIP Travel Pass application. You will need to have your medical specialist complete and sign the appropriate sections and submit with 2 x passport style photos using the online portal.

  • Visiting NSW from Interstate

    If you have a VIP Travel Pass from another state or territory in Australia, you can get travel benefits in NSW, such as:
    Sydney and surrounds:

    • Free travel on all Sydney Trains, Sydney Metro and NSW TrainLink Intercity services. This includes non-booked NSW TrainLink Intercity services between Dungog, Scone, Goulburn, Bomaderry (Nowra) and Bathurst.
    • Free travel on Sydney Ferries, Sydney and Newcastle light rail services, Sydney and Newcastle bus services, and some local bus services.
    • Regional NSW:

      • Concession fares in First or Economy class on NSW TrainLink Regional services within NSW. (Concessions do not apply for sleeping berth charges.)
      • Concession fares from the NSW border to your interstate destination when travelling on NSW TrainLink Regional services.
        Some local bus services may offer free travel. Check with the operator before you travel.

Queensland

In QLD If you are experiencing low vision or blindness you may apply for The go access Vision Impairment Travel Pass (VITP) which entitles the pass holder to free travel on all Translink services across Queensland (excluding Airtrain), and qconnect bus services on North Stradbroke Island.  This pass can be used as a flash pass or you can use it to tap on and off at a card reader when entering/exiting fare gates at train stations.

In Queensland, free travel is restricted to the pass holder only. However, companions may be eligible for the Queensland Government Companion Card program. This provides travel assistance to people who require lifelong support.

  • Eligibility

    You need to be a Queensland resident and comply with one of the following:

    • hold a current Services Australia Pensioner Concession Card showing the code 'DSP'
    • hold a current Department of Veterans' Affairs Pensioner Concession Card showing the code "BLIND"
    • be assessed by a relevant medical professional as legally blind (requires visual acuity on the Snellen Scale after correction by suitable lenses of less than 6/60 in both eyes, or a field of vision constricted to 10 degrees or less of arc around central fixation in the better eye, irrespective of corrected visual acuity).
  • How to apply
    • Download and complete the Vision Impairment Travel Pass Application form. Or
    • You can request a copy of the form to be posted to you by calling 13 12 30, then post your application form and two passport photos (one of which must be certified) to: Vision Impairment Travel Pass Scheme

Victoria

In VIC If you are experiencing low vision or blindness you may apply for Vision Impaired Travel Pass (VITP) which entitles the pass holder to free travel on  Melbourne metropolitan trains, trams and buses, V/Line trains and coaches, regional town buses and regional services that have a contract or service agreement with Public Transport Victoria. Your pass will be loaded onto a personalised myki with your photo on it. You don’t need to touch on or off. Show the pass to public transport staff when asked. Always carry your pass with you while travelling on public transport.

  • Eligibility

    To be eligible for a Vision Impaired Travel Pass you must be:

    • assessed as permanently and legally blind by an ophthalmologist or optometrist
    • a Victorian resident.

  • Visiting Victoria from Interstate

    Vision Impaired Travel Passes from other states are accepted.

South Australia

People with impaired vision can apply to travel free on Adelaide Metro buses, trains and trams using a metroCARD Special Pass.

  • Eligibility

    To be eligible you must be:

    • a permanent resident of South Australia
    • assessed as permanently and legally blind by an ophthalmologist, optometrist or a Medical Practitioner can provide the medical certificate.
    • A person is considered legally blind if the vision in the right eye and the left eye (both eyes) is 6/60 or less when wearing glasses or contact lenses or both, or if the field of vision for both eyes together is 20 degrees or less.
  • How to Apply
    • Download and complete the application for a travel pass for a person with vision impairment.

Western Australia

People living with vision impairment are entitled to travel free of charge on TransPerth Metro and TransWA Regional services upon production of a Vision Impairment Travel Pass.

    • Western Australian and Interstate Vision Impairment Travel Pass holder

Tasmania

In TAS Free travel on public transport is available to holders of a Vision Impaired Travel Pass. A person with a Vision Impaired Travel Pass, their guide dog, and attendant, can travel for free on urban and non-urban bus services.

  • Eligibility

    To be eligible you must:

    • live in Tasmania
    • hold the Age Pension or Disability Support Pension on the basis of blindness and
    • have been assessed by an ophthalmologist or optometrist.
  • Evidence of your visual impairment can be either
    • a copy of your current Age Pension or Disability Support Pension, received on the basis of blindness (endorsed with AGE BLIND or DSP BLIND), from Centrelink or the Department of Veterans’ Affairs, or

      An assessment by an ophthalmologist as having one of the following:

      • a visual acuity on the Snellen Scale less than 6/60 in both eyes whilst wearing the appropriate optical correction (i.e. glasses or contact lenses), or
      • a field of vision constricted to 10 degrees of arc in the better eye, irrespective of corrected visual acuity, or
      • a combination of visual defects resulting in the same visual impairment as in the above two conditions.

ACT

Vision Impaired Travel Pass holders are entitled to free travel on Transport Canberra bus and light rail services. Free travel includes an attendant, if required.

  • Eligibility

    To be eligible for a Vision Impaired Travel Pass you must be:

    • assessed as permanently and legally blind, and
    • a permanent resident of the ACT.
    • You can verify eligibility for the Vision Impaired Travel Pass by one of the following:

      • Letter from optometrist, doctor, eye specialist or eye surgeon stating the applicant’s status.
      • Letter from Guide Dogs Australia, Canberra Blind Society or Vision Australia, stating the applicant’s status.
      • Copy of Age Pension or Disability Support Pension on the basis of blindness from the Department of Human Services.
      • Copy of Vision Impaired Travel Pass from another state or territory.

Travelling Companion

Additionally, the National Companion Card Scheme allows eligible people with disabilities to participate in activities without a second ticket cost for their companion, including some public transport services.
